Well, a moment of partial clarity, anyway. Government checks can be refunds or credits, and there's a big difference.
47% of the households in our country pay no federal income tax at all. And our government sends checks to many of these folks.
This redistribution of income is called a "tax credit."
You can call it what you will, but let's be clear: government checks are not always giving people back "their" money.
It's other people's money being paid to these folks, when it's a credit.
